Major-General Sir Thomas Munro KCB (27 May 1761 – 6 July 1827) was a Scottish soldier and colonial administrator. He served as an East India Company Army officer and statesman, in addition to also being the governor of Madras Presidency.

In 1819, he was appointed governor of Madras, where he founded systems of revenue assessment and general administration which substantially persisted into the twentieth century. He is regarded as the father of the 'Ryotwari system'. - Excerpts from Wiki

You might wonder why such a 3 part big statue for this Governor? for that i would recommend you to read the book "Madras Re-Discovered" where historian S.Muthiah has explained why not Sir Munroe required such a big statue in the middle of Mount Road facing the sun rise. The kind of help that he had done amongst the enslaving British Empire, where he believed that all humans are equal and to be treated equal.
